The prior launches this past few weeks showed they used mobile launchers, not a fixed pad. You would have to see the launcher setting up to take it out or just target any mobile launcher. Pretty hard to do with satellite imaging. By the time they get the picture the launcher could have moved. Not sure how long from parking a launcher to actual launch. If solid fuel propelled would be pretty fast, liquid fueled would take longer unless they're foolish enough to transport a fully liquid fueled ICBM.
