If they dislike the mass tourism to the region...just rope it off, and deny entry (to include the environmentalists). Lets see how far that goes.
About ten years ago, I had this chance to drive via a lousy secondary road, in mid-summer from the Italian side of the border....over the Alps...to reach Austrian side. Best drive of my life. Burned out my brake pads entirely.
Down shift more, brake less. Losing brakes on mountain roads is double-plus ungood.
