Because they cannot sell that to a jury, given the very common other uses besides making a gun or explosives.

With a kit that can make a gun into a full auto...yeah, they can sell that to a jury - and have, many times.

A: If/when they want you in jail, they will be able to pull a SLEW of ‘crimes’ to charge you with; if you never purchased the 2 so noted.
