“Diverse” is such a relative, and deceptive term. A community with a lot of mostly law abiding people and a lot of criminals is more diverse than one with no criminals. And that is a good thing.

The black population declined from 25.2 percent in 1990 to 22.8 percent in 2010. I assume that this one change is what drives the "less diverse" concept.
