Whirlpool could be the main gate, under water, all the way to a sandboil signifying a major blowout of the embankment. No way to tell until we get a wider view or more info.

Doubt if it's in the reservoir as the wider view in the Twitter video shows green banks on either side. Could be a controlled channel downstream from Barker but have no idea where water would end up. I'd be interested in how they got the picture as a boat would be dangerous; maybe a drone...
