City residents react to high school test obtained by Project Baltimore: “It’s sad.”

Project Baltimore has obtained a test given to seniors at Northwood Appold Community Academy II, or NACA II – the same Baltimore school now under investigation by city schools over allegations of grade changing that were reported by Fox45.

The questions came from a final exam. The teacher who gave the test to Project Baltimore, said these questions were for a senior level course at the northeast Baltimore school.

The test begs the question, are Baltimore City students being held to a high enough standard?

With these questions, from different sections of the test written on a white board, we gave the marker to folks in Fell’s Point. Most were surprised by the simplicity of the questions.

These were the questions:

1) Draw the punctuations on a keyboard

-Question Mark:

-Exclamation Point:

-Period

2) True or False?

-A small defect or fault in a program is a bug.

3) Acronym for Random-Access Memory

Several people thought the test was for elementary school students, as young as first grade.

"It makes me sad about our school system," said one woman who answered the questions.

“I don’t know what they are teaching in school now-a-days, but these seems really easy,” said another person.

“It’s a justice issue and a testament to how broken the school system is,” said another person who answered the questions.

Project Baltimore spoke with a teacher from Northwood Appold Community Academy II, or NACA II, where the test was given to students.

Upon request, we are disguising the teacher's identity. But Fox45 was told, by the teacher, that this type of test with these types of questions are standard for senior level courses at NACA II.

"That should be for an elementary school student," the teacher told us. "A lot of the kids were not at grade level as far as being able to function and read accordingly.”

In early August, a Fox45 investigation exposed allegations of grade changing at NACA II, so some seniors could graduate. Two days after that first report, North Avenue launched its own investigation into the school. For legal reasons, school officials will now no longer comment on NACA II. But Project Baltimore showed the test to Baltimore City Schools’ Chief Academic Officer Sean Conley before their investigation was launched.

"Our work is aligned to the Maryland Career and College Readiness Standards. Point blank," Conley said. "I would have to look into this and look at each of the questions to see if it would meet the standard."

When asked for his first impression, he responded, "I don't like to assume or jump to conclusions. But it is definitely something I would want to look at."

Governor Larry Hogan was willing to share his thoughts, especially after Fox45 informed him the senior who took the test had failed, yet still received a high school diploma.

"It's shocking and outrageous and needs to be investigated,” Hogan said. “We're glad that you're working on this entire investigation of the Baltimore City School System. I think it's great that the school board decided to act. It was the right thing to do. They have to get to the bottom of this."

I was going to add “Drug Dealing” to the list, but sometimes in that business you gotta be able to make change, and that is probably beyond their ability.

“I once saw a test that required passing to graduate 8th grade back at the turn from 19th to 20th centuries. I consider myself pretty well read and well educated, but I wondered at the time, whether a college grad of today could pass it.”

For my MFA I had to write a thesis, take a written comprehensive exam on the entire scope of art history and have orals with 4 professors on my thesis. The Baltimore kids have a ways to go.

These are the same folks later wanting to destroy statues.

Waters World needs to get out there and interview these folks and ask exactly what they know about the various historical figures whose image they wish to destroy.

America used to be able to accept the nuances of history. Benedict Arnold has a statue or two dedicated to him. He saved the Revolution before betraying it.

The true goal with the terrible education system is to create a public that can be manipulated easily. They know nothing of history so they can be told their own country is evil and not worthy of preservation. The dumbing down is by design and intended to create the next generation of Democrat voters incapable of functioning on their own, dependent on government, and angry at America.

50% of black college graduates work for the government.

Those are now top paying jobs with great benefits and retirement. Government jobs now pay more and have more stability than private sector.

You can graduate from some HBCs without knowing how to read. They just keep passing them on grade to grade. Then out to the workforce.

Historically Black Colleges or Universities = HBCU

The default rate for their student loans is usually off the charts high.

GAO found that: (1) of the $26.2 billion in federal student loans made in FY 1995, $731 million, about 3 percent, in loans were made to students attending HBCUs; (2) this percentage has remained steady during FY 1991 through FY 1995; (3) for FY 1993, the average loan default rate for HBCUs was 21.1 percent, but the average for non-HBCUs was 7.2 percent; (4) these percentages remained relatively the same throughout FY 1991 through FY 1993; (5) in FY 1992, the most current year that the dollars in defaulted student loans could be measured, HBCUs averaged defaults of $464,209 and non-HBCUs averaged $119,307; (6) this difference was primarily because the aggregate default rate for HBCUs was about three times as great as the rate for non-HBCUs; (7) whether compared by kind of school or student enrollment, HBCUs had higher default rates and larger dollar amounts of loans in default per school than non-HBCUs; and (8) if the default rates for HBCUs remain the same for FY 1994 through FY 1996 as they were for FY 1991 through FY 1993, 22 HBCUs could lose their eligibility for federal student loan programs in FY 1998, after their exemption from default rate requirements ex
