FDR was crippled by polio at age 39. Up until then he had boinked many women other than his wife, the most notable being Lucy Mercer, who maintained the relationship and was with him when he died in 1945.

As to whether sex was possible after polio-caused atrophy had reduced FDR’s legs to matchsticks, is not fit for discussion here.

Erectile dysfunction in men with polio only affected a minority of men. Most had at least some degree of function. I guess having a cute young lady being the one making the attempt increased the odds of a satisfying outcome.
