At the present time, Rice has no need to know. At the present time, Rice should not have access. Giving access to people who don't have a need to know, can only increase the risk of a classified material breach. That's a fundamental principle for handling classified material.
I am not sure why you have this obsession with the phrase "Need to Know."

All it means is that she doesn't have to gain specific approval to her own work product when called up by congress.
No, it means she can have access at any point to classified material that she has previously had access to, without a Need to Know.
No one is going to be approving that stuff on a case by case basis just because it makes you happy.
LOL, huh? The person responsible for the classified material briefs you in when you have a Need to Know, and then they brief you out when you no longer have a Need to Know. It has nothing to do with making me happy.
