In CW 1 hi Both sides were equally armed in the beginning. Not the case now. I’m not sure citizens have won a shoot out with the cops since Bonnie and Clyde. Local police are just as armed as the military these days.

Regardless, If/When CWII breaks out - I fully expect most LEO/Military Personnel will be on the right side.
