What's your theory on why FOX and the MSM aren't picking up on this? Perhaps because of what happened when Hannity tried to cover the Seth Rich story? Recall the fallout from that?
The stories all claim that it was Seth Rich, as far as I can tell.

But the confusion around Seth Rich’s “death” are rather curious (no data, no evidence), and no other leaker has been put forward. Yet the meta data will show who did it.

At one time, George Webb indicated that it was one of the 3 letter agencies who “leaked” it. Yes that would make that agency a “rogue” agency.

One of them is a video on Fox News - Tucker Carlson and it is interesting that not once has a fox program shown any part of the interview with Binney.
