The protester who climbed a ladder to help bring down a Confederate soldier statue was arrested Tuesday, and Sheriff Mike Andrews said his office will pursue felony charges against others.
“Let me be clear, no one is getting away with what happened,” Andrews said.
Takiyah Thompson, a member of Workers World Party and student at N.C. Central University, was arrested after activists held a press conference at NCCU Tuesday afternoon.
In a release Thompson said she was the one who tied a rope around the soldier’s neck so that others could pull the statue to the ground.
The protest left The Confederate Soldiers Monument, dedicated on May 10, 1924, headless on the grass.
Thompson was charged with participation in a riot with property damage in excess of $1,500 (Class H Felony) and inciting others to riot where there is property damage in excess of $1,500 (Class F Felony), the Sheriff’s Office said.
She also was charged with disorderly conduct by injury to a statue and damage to real property, both misdemeanors.

This was the first reason I heard about why the cops were standing around...They also are saying they were ordered to stand down...

The short answer is that generally a police officer only has jurisdiction within his city limits, but several exceptions apply that might give the officer jurisdiction in a specific case. Also, some states give city police jurisdiction within their county, or even in the entire state.

Tuesday morning, the Durham County Sheriff’s Office, which is in charge of protecting the site, released a statement announcing that it is seeking charges against those who toppled the statue.
The Durham cops took video of the event Monday, but decided not to intervene, citing “the potential risk of injury to the public and officers should deputies attempt to control the crowd.”
That I believe, and I have seen it confirmed from more than one source.
A lie. One or Several Officers ordering people to "Get Back" would have caused the crowd to disperse, especially if he drew his firearm to emphasize the point.

I don’t know what to believe. There had to have been plenty of law enforcement around. This crowd didn’t gather out of thin air. It took at least some amount of time to get the group together.
I would imagine a stand down order was given. This is a big big problem on many fronts if true.
A couple officers could have easily put an end to this.

Yes they could have, but have you seen the police Chief of Durham NC? She is a black female, and so it's easy to see why she would have no particular interest in protecting such a statue, and quite plausibly a great deal of animosity for it.
The personal preferences of a Chief are often understood and accommodated by their officers. What we have seen may have been a consequence of this dynamic.
