There are five City Council members.

Bellamy has only been on the council since 2015.

Kristen Szakos, another council member, has been pushing this issue for much longer. But a few years back, the composition of the council was different, and the issue didn’t move forward.

Szakos’ husband is a big player in Va Dem politics, and runs a “community organizing” organization.
