It was terrorism if his intent was to disrupt, prevent and scare away peaceful protest.
If he was fighting Antifa then it’s merely political murder.
That's a pretty loose definition that can be applied to someone pepper spraying ANTIFA on the streets.
I am not sure the government really knows what the definition of "terrorism" is to begin with.
