I thought those records are supposed to go to the National Archives first to be cataloged, and then can be loaned out to the Presidential library.

Otherwise, why did Sandy Berger have to steal them?

This is more Obama claptrap.....his presidential records are not his. They are (a) govt property, (b) accumulated in govt offices, (c) by individuals being paid by taxpayers, (d) via govt-issue office equipment.

(Hat tip Political Junkie Too) Presidential records and documents are supposed to first (e) go to the National Archives to be cataloged, and, (f) then loaned to the Presidential library.
