The key sentence. Unless a citizens' grand jury is backed by men with badges and guns, it has no real power.
It’s worth a shot because look at what Mueller is doing.
It is Constitutional, it must be recognized by courts. Any findings and indictments of a ‘Scalia Grand Jury’ must be acted on just as any other grand jury.
For sure, there will be challenges, and that is why I wrote that a group impaneling a grand jury must be prepared with legal counsel to file appeals immediately including emergency writs.

Anyways, it’s no more a long shot than an Article V convention was ten years ago. But in this case, in the right court, it can be much faster. All that is needed is one federal court to recognize the independently formed ‘Scalia Jury’.
