They couldnt. That was the basis of the SCOTUS decision. If the whole state could recount, then it violated the constitution where all states are equal.
All the SCOTUS did was ask the FSC to explain how they could do that and not violate the constitution. The FSC folded and that was that.

No, he didn’t. The count was done four times. The first regular count, the second a recount by the state, the third a recount generated from freedom of information by the NY Times, and the fourth generated from the Boston Globe based upon freedom of information. He lost all four. And the military vote was not counted on any of them.

That election personifies the reason we need clean elections by only legal voters. Florida is full of illegals that do vote. There are also many Snow Birds that vote in their home state and Florida also.
Just a fraction of one percent can change the outcome of a presidential election in states such as Florida, Colorado, New Mexico all of which are notorious for fraudulent voting. Also Pennsylvania. This time in Pennsylvania the real votes were far greater than what Philadelphia could provide for Hillary.
California is probably the state with the greatest incidence of voter fraud. However, even if there were none they would vote democrat anyway, same for New York but I do not know how clean their elections are. Oddly enough New York State is conservative lite outside of New York City. The vast population of New York City always determines which way the state goes in national elections.
