Even if they get as far as passing a bill, it would take a while...then Trump would veto it, then they would have to go back and get two thirds of both the House and Senate in order to override the veto...highly unlikely.
All this would take a while. In the meantime, Trump can fire Mueller before the law takes effect.

What would work better, is to do an “Alinsky Rule #13” on Mueller - “Pick the target, freeze it, personalize it, and polarize it.”
The apparent “impartiality” of Robert Mueller should be immediately be called into question, as he is ANYTHING but unbiased in this one-sided and obviously stack deck.
Isn’t it great though, that the Senate can move briskly to pass sanctions the president doesn’t want, and protections for the special counsel, but can’t find the time or motivation to do a damn thing regarding Obamacare repeal and tax reform?

Trump has at least three good reasons to fire Muller: (1) totally biased team of lawyers; (2) conflict of interest with Comey; and (3) the grand jury impaneled in DC was drawn from a pool of people who voted 96% for Hillary. Sessions should un-recuse himself and remove Mueller.
This is an investigation in search of a crime. It is nothing more than a political vendetta against a populist president who is an outsider. It is subversion.
