This is all due to the fact that, by 2025, Cuba's population is projected to decrease by some 1 million residents thanks to low fertility and birth rates. The island isn’t alone here. Just looked at the statistics:
Cuba: 9.51 births per 1,000 people per year
US: 59.6
And the article on the US fertility rate says we’re in trouble. Ours translates to 1.84 children per woman, so we’re not replacing ourselves, but Cuba is one sixth of ours.
I recall a lecture about the later Roman Empire. The professor quoted a man complaining about all the taxes they had to pay, claiming that the state would tax them having sex with their wives if they could figure out a way to do so.
