Stupid question, but they submitted a bill approved by both houses to Obama that he didn’t sign to repeal. Can they just take that bill and submit it to Trump or is it dead once a new congress is in session?

A bill approved by both houses??? I don't think so...
IIRC, just the house

That was the bill they defeated on Wed., the repeal-only bill, when those three turncoats were joined by Portman, Heller, Corker and Alexander.

A bill from a prior session is dead with the new Congress.

It’s dead once a new Congress is sworn in, but earlier this week McConnell did bring that straight repeal bill back and it also was defeated.
