The failure signals the single payor Medicare for All option is alive and well for 2019 when the Democrat take control of Congress. And yes,the President/ or Pence will sign it, whoever is in office. We have been played all along.
People on this website focus way too much on the Obama exchanges. That’s just a small part of ACA. You have the individual mandate + employer mandate, taxes, expansion of Medicaid, and severe limitations on selling real insurance - disaster coverage.
Trump knows how powerful the President is. Even moreso than his predecessors.

When all of the Democrat senators vote one way and all but three of the Republican senators vote the opposite, that’s an indication that it’s too soon to decide that issue.
When there’s that degree of unanimity in each party, there’s a herd mentality in place. The individuals aren’t able to voice and vote their true beliefs.
Too much herd mentality in we voters as well.
Too soon to take action on Obamacare.
All these efforts were doomed from the start. There's no way this Congress had the balls to flat out repeal Obamacare as they promised to do for SEVEN YEARS.
Perhaps President Trump's objective all along was to show what COWARDS Congress really is?
The reality is now our economy has to suffer the catastrophic failure of Obamacare - as it was designed to do from the beginning - and millions of people are going to get hurt in the process. Including many of us on this forum who don't quite understand yet what's going to happen to the rest of our premiums whether or not we're covered by the disastrous "Obamacare."
Many of us have watched our employer sponsored health-care costs explode as health-care companies raise premiums everywhere to cover losses of Obamacare.
That's going to continue, and that's what I mean when I say millions of us are going to get hurt by the implosion of Obamacare even though we don't participate in it.
I hold the Democrats responsible for ramming it down all our throats in the beginning, and I hold the Republican's responsible for being ball-less COWARDS and not acting to flat out repeal it as they promised.

I've said for months that if Congress doesn't fix ObamaCare, President Trump could single-handedly overturn it by having his Secretary of Health & Human Services issue waivers for any insurance plan that anyone can create -- regardless of whether it even meets a single mandate of ObamCare.
"What -- you have an insurance carrier in your state that has come up with a very inexpensive insurance plan that doesn't cover transgender surgery, has an annual cap of $1 million, and only pays 75% of the cost for pre-existing conditions? Sounds great! You get a waiver for that!"

Instead he hobbles back to the legislature, tells conservatives to “go to hell” literally (his own words, not mine), and then essentially gives us the middle finger with his vote.
From its inception, I felt the ACA bill was going to be the ultimate reason for an inevitable, second, civil war. I still feel that way.
The civil war was our deadliest war. It’s not something desirable to repeat. But we have some tyrants and entrenched, fifth-column enemies who are going to force it upon us.
We need to remember these people when that time comes.
McCain will probably already be receiving his just rewards in the afterlife by then.
IMO Schumer and McCain have been waiting for Obamacare to implode, so they can work together to implement single payer, or pour more money into Obamacare with superficial changes and more taxes.
