Southern states that do not have strong unions will maybe do better.
But the big cities no matter where they are will likely be gutted before it is over. Very few will find leadership that can lead them out of the debt swamp that years of 'just say yes' government has built for our once great cities.
Most likely judges will side with the unions in bankruptcy court and the unions will get their retirement payments regardless of any other debt holders rights.
