Until recently, the remaining affluent tax-paying residents, the ones occupying expensive condos and townhouses near the lake, for instance, were able to comfort themselves that the bloodshed was largely confined to a couple of districts to the south and west of their Northside enclaves.

People are also fleeing from Illinois because taxes are so high and few businesses will relocate there.
Chicago school teachers salaries 2X teachers in the rest of the state. Thus they have been forced by downstate who don't want to shoulder the burden to have their own retirement system. With Democrats running Chicago, the retirement system is collapsing and schools may not open on schedule. They want a bailout.

This has gone way past what Chicago police can handle. In order to get control President Trump should declare Marshall law, Congress should temporarily rescind the Possee Comitatus Act, Trump should bring in 101st Airborne, and have them clean out the vermin same as they’ve done in Iraq and Afganistan. Then, once this is completed, leave the 101st in place for a year or two to stabilize the city and beef up the Chicago police so that they can take over.
The problem lies in the deranged hearts and minds of the soulless shooters. They are predatory animals.
