The private server started around March of 2009. It was breached by an intruder in January 2013.

Maybe the Feb 2018 date comes from studying the emails, and Feb 2013 is the last time classified information was handled illegally. But given the dates the private server (including unsecure continuation at Equinix) was in use, and the fact that Hillary still has security clearance, it's plausible the SOL doesn't run out for a few years more.
