He's the last guy who should be AG. He did not have to appoint a special counsel, but after only a few days of heat from Schumer and the Dims, Rosenstein appointed Mueller to take the head off himself.
I was just pointing out the obvious, that he [Rosenstein] is next in line, that's all.
Of course Trump can fire him too.
