Republican Sens. Shelley Moore Capito (W.Va.) and Susan Collins (Maine) said on Tuesday that they will not support moving forward with the plan to repeal ObamaCare with a delayed replacement.
"My position on this issue is driven by its impact on West Virginians. With that in mind, I cannot vote to repeal ObamaCare without a replacement plan that addresses my concerns and the needs of West Virginians," Capito said in a statement.
Collins added to NBC that she is still a "no" on proceeding to the House-passed bill, which would be used as a vehicle for any Senate action.
The move leaves Majority Leader Mitch McConnell (R-Ky.) with no room for error. With a 52-seat majority he can only afford to lose two senators and still let Vice President Mike Pence break a tie.
Sen. Rob Portman (R-Ohio) said early Tuesday he would need to review the bill, but told reporters that a repeal-only bill "will add to more uncertainty."

So we are close to the two remaining options: McConnell can do a full sellout and work with the Democrats and the GOPe to pour more money into strengthening Obamacare or just let it fail with whatever consequences on people, businesses and the economy.
When Obama squeezed Obamacare through he bribed a number of Senators. I recall “the Missouri Compromise”, doing something for Sen Landreau of La, and something in Nebraska to exempt Nebraska from abiding by Obamacare. Probably more votes were similarly extorted. Trump/McConnell/Ryan have to do this for victory.
Executive order immediately placing all federal government employees onto Obamacare health plans until further notice. Let democrats complain about what we are required to purchase while they claim to worship it. Let pubbies scream about not repealing what we have to live with.SKIN IN DA GAME SOLUTION.
Let's see what President Trump can do to change this dynamic.
Note to Trump: If McConnell won’t pull the nuclear trigger in the Senate on repeal of Obamacare - call the GOP caucus into the White House and insist McConnell be replaced with someone who will. If there is 51 (or more) votes for repeal, THAT is sufficient AND is expression of MAJORITY will. It’s WHY we elected a GOP majority.
When it comes to a Congressional majority, you either use it or in many cases because you don’t use it you lose it.
While I am all in favor of repealing; if it doesn’t get done, Obamacare will fail.
Unfortunately, the GOP will be blamed. Especially considering how poorly they played their hand.
Don’t forget, a majority of people like the idea of single payer; they want government health care, because they assume it will be free.
Comes back to the same issue for me: cost. No one feels the deficit or debt. They feel a high health care bill; they fee increased taxes (the rich only; no one else has had a real tax increase in ages), but mostly, they want free stuff.
Why? No one is directly impacted by $21T in debt... yet.
Unless and until someone can clearly explain what this debt means (of course, it is not in any politician’s interest to do so!); or start requiring a special tax on all people (regardless of income) specifically to pay down the debt - the people who want “free” and their reps (Collins, etc.) will continue to win the day.
Caputo and the senate had their chance three times and were ineffective. I'm getting really tired of the republicrats.
There is too much bozone in the air in Washington. Term limits will help clear the air.

1. ObamaCare will continue to collapse as more and more insurers get out of the market.
2. The Trump administration will have the authority -- well within the rules under the existing ACA legislation -- to issue executive orders that actually make things better for most Americans (continuing the IRS directive from this year that effectively eliminated the individual mandate, for example).
Item #2 is very, very important -- because these executive measures can most effectively be implemented under the existing ACA. Politically, it is much easier for the Trump administration to issue these directives as a defensive measure to help Americans deal with a system that was broken by Obama and the Democrats. Issuing these measures during a two-year period under a "delayed repeal" scenario would be seen as a total lack of confidence in the GOP plan.
If you go down her twitter post on this issue you’d get the opinion Obama care is the best thing sliced bread.
Maybe they’re paid trolls, maybe their morons - but unless some g’damn conservatives get off their ass and make their voices heard then they will continue to lose.
Policy and political direction aren’t decided once every 2 years - its decided week in, week out every year.
Where is the "art of the deal" on repealing Obamacare?
