Woman Shot, Killed by Police After She Called 911 to Report a Crime

A woman shot and killed by Minneapolis police had called 911 to report a possible crime near her home, a source who knew her said.

Justine Ruszczyk called 911 on Saturday night because she thought a sexual assault might be taking place in a back alley near her home, the source said.

But, after Minneapolis police arrived, an officer shot and killed Ruszczyk.

Police still haven’t explained how, or why.

“Working to learn more”

The shooting happened as two Minneapolis police officers responded to a 911 call reporting a possible assault shortly before 11 p.m., Minneapolis Mayor Betsy Hodges said.

The officers were wearing body cameras, but they were not turned on during the incident, the mayor said.

The Minnesota Department of Public Safety is now handling the case. The DPS’ Bureau of Criminal Apprehension said authorities are in the initial stages of investigation and “working to learn more about the events that transpired.”

“As mayor of our city, a wife and a grandmother, I am heartsick and deeply disturbed by what occurred last night,” Hodges said Sunday. “There are still many questions about what took place and, while the investigation is still in its early stages, I am asking the BCA to release as much information as quickly as they are able to.”

The Hennepin County Medical Examiner’s Office has not released the woman’s autopsy report.

Shock in Australia

Ruszczyk was originally from Australia, though she was a US citizen because her father holds US citizenship, the source who knew her said.

Her death made headlines across Australia. The country’s Department of Foreign Affairs and Trade said it is providing consular assistance to the woman’s family.

Ruszczyk had lived in the United States since April 2014 and was living with her fiancé at the time of her death, the source said. They were planning to marry in August.

‘She was a healer’

According to her website, Ruszczyk trained as a veterinarian and later became a yoga instructor and life coach.

On Sunday, members of Women’s March Minnesota honored her in a vigil. Chalk drawings on the driveway where they gathered said she would be remembered as “a loving woman, a light to everyone.”

“This woman was a beautiful light. She was a healer. She was loved. She should still be here,” one woman said to applause. “This should not have happened… That could’ve been me. That could’ve been you. That could’ve been you. That could’ve been any of us. And, we’re gonna talk, and we’re gonna work as a community to make sure this doesn’t happen again.”

That partner could be in a real mess from the firearm’s discharge. Regardless of the legal issues, that’s a horrible thing to have happen nearly in your face in such a confined environment.

"[O]fficers were wearing body cameras, but they were not turned on during the incident." I'm tempted to say it makes them automatically guilty of manslaughter. The cameras are supposed to be for their protection, as well as ours. If they are disabled, we can safely assume the worst.

The consistent reports I have seen are that the officers were sitting in their car, hence body cams off. Reportedly, one officer fired within the squad car across the body of his partner.

This makes no sense. They had a woman in the car. Why would they not have their cameras on for their own protection if their intentions were honorable?

Please ignore my last post. Looks like the police were in the car, and were talking to the woman who was standing outside of it. Still seems like common sense to record any interactions, as that’s what they are for. Also, was the muslim cop fondling his gun or something? From the limited reports we have, it almost sounds like an ‘accidental discharge’ (personally I don’t believe there is any such thing - if you pull the trigger for whatever reason, you are at fault).

This Somali immigrant and his family certainly should be deported.

This Muslim cop might have killed is partner also. Was the partner also a Muslim?

Why did Mohammed Noor shoot the woman? Because she had no headscarf? Or because she was reporting another Somali attacking a woman? Or was it an act of terror, letting the people of Minnesota know that they cannot trust or depend on cops?

There were already 3 complaints against him, at least one of them for roughing up a woman. I don't know the details.

The latest is that the shooter was startled when the lady suddenly appeared out of the darkness at the side of the squad car, so he opened fire. But that appears to be a lie because his partner reportedly was talking to her when the perp blasted her.

She called it in, then was talking to the driver of the car when the passenger shot across his partner and through the car door. 3x
She was in her pajamas.
