Pres. Trump will not remake the State Department. At best he can force them to shut up for a few years. The Council on Foreign Relations is not going to lose its near-monopoly on State, Defense, and intelligence in one president’s terms. It will take a generation, or some kind of major conflagration.

Where does the Constitution establish that council?

It’s just another wasteful bureaucratic function that needs to be dissolved. State, Defense and Intelligence heads don’t need them to make decisions.
