How do you measure the success of the program?
Could some random individual simply move out to Stockton, and make an assertion that “I did not shoot Person X”, and stand to collect a reward for being a model citizen?
If, after being paid for not being a bad person, you go out and shoot somebody else later, do you have to give the money back?
Or does the collection of the reward for not shooting a person give you a “get out of prosecution” card later on?
Inquiring minds want to know.
