They're (Cohn and Mnuchin) becoming far less wedded to revenue neutrality — the idea, favored by House and Senate Republican leadership, that tax cuts mustn't add to the deficit.

so can I assume no spending cuts ? that's what's killed Kansas tax cuts, they didn't cut much spending.

I don’t read that into that sentence. It just means, “you don’t have to pay for tax cuts,” something most conservatives have always believed.

Kansas can't run a budget deficit, the federal government can. So can a $30 trillion national debt be far behind if they get Cohn and Mnuchin get their way?
