In the 40s, freshmen congressmen often lived in boarding houses when in DC, I know because my grandmother operated one and had several stay there from time to time.

Worked then, would work now.

I say build a mobile home village somewhere outside of DC and put up the congressmen two to a trailer. We could even provide bus service to get the miscreants to work.
