Is there a wealthy Republican in Vermont who could mount a serious challenge to this guy? It’s a huge longshot, but this guy has never been seriously challenged for his record and ridiculous ideas and corruption - voting to create problems he then campaigns to solve, policies which prompt corporations to get bigger and bigger and then he then rails against it, etc. If he were actually challenged strongly with a powerful, full-fledged serious campaign which actually forces him to confront and defend his insanity with the voters it could have an effect, even in Vermont.
