The question is, indeed, one of consent. The purpose of guardianship is to protect those incapable from making an informed decision, and parents are the natural guardians of children. This natural guardianship is not absolute, and so there should be some way for a precocious child to become emancipated early, and for the state to intervene when parents demonstrate that their guardianship is suspect.

Having said these things, the law should recognize that extreme differences in age, and that relations such as teacher, coach and pastor are susceptible to abuse, should warrant special attention. Furthermore, what normally is the cost of waiting a year or two until the age of consent is reached? Suspicion should attach to such cases.

Finally, there are physical issues with very young women that must be considered.

Taking all these things into account, usually the best way to hand pedophiles is to incarcerate them with the general population in state prison. Many men who were victimized by pedophiles when they were boys there, and they will know how to deal with the situation.
