He was able to keep his clearance because he had a company which he was an employee of at the time he left State. By hiring himself he could get hired onto various State Department consultancy contracts due to his TS. So his TS not only remained active but was no longer restricted by the SCI of his GS position. In this way he had a much wider range of information to access and was not subject to oversight or supervision. This was likely planned.
Dude is probably a straight-up spy in the vein of Jonathan Pollard. Fry him.
