It says it’s not the hospital, it’s 2 UNAUTHORIZED sources close to his family. How annoying. But that means it may not even be someone in DC; this is a LA article.

“Sources close to the congressman’s family” in no way fingers hospital staff.

It’s more likely to be family, staff, or friends. And it’s very reassuring.

More than that. A hospital (like any corp) is (generally) responsible for the actions of its employees.

HIPAA violations are expensive. The penalties for noncompliance are based on the level of negligence and can range from $100 to $50,000 per violation (or per record), with a maximum penalty of $1.5 million per year for violations of an identical provision.
