has it been determined what other ships, if any, were in the vicinity?..could it be that there were two cargo ships playing games with the destroyer?....I’ve heard that the destroyer at one point was completely stopped in the water before the crash.

Nay, the collision was 100% the fault of the US crew. Even if the cargo vessel was TRYING to hit the destroyer.
