The botulism claim was very suspicious. Botulism causes paralysis of muscles, not coma. It kills by paralyzing the diaphragm, which causes suffocation. Had Warmbier been immobilized by botulinum toxin, I doubt he would have survived to be returned to the US.

Which is completely inconsistent with botulism. A person with botulism would be placed on a respirator and (possibly) given antisera to help them recover. The recovery can take weeks or months. The damage occurs to muscles because the nerves are prevented from relaying messages.
