I would withhold judgment on that. It’s highly unlikely to lose both turbine engines at altitude, there are no birds to strike. This sounds a lot like a fuel management issue to me and if so that is pilot error. Highly unlikely to have a fuel supply problem with redundant pumps and supply plumbing, unlikely but possible.
Who’s job was it to perform the pre-flight check?
But, seriously, both engines sounds like a fuel problem.
