I think they got this a little wrong.
It’s not 8 (eight) Chiku, but B (bee) Chiku. It doesn’t appear to be particularly dramatic or interesting, and it is definitely not *illegal* hentai.
The trouble is that hentai can mean just about anything from “skimpy clothing” to hardcore pornography. If graphic enough, even extreme violence can be considered hentai, though it often is in tandem with pornography.
Similar words include “ecchi” which means playful or gentle sexuality.
“Anime”, which is Japanese animation, often geared towards, but not exclusively for adults.
Hentai (perversion) has lots of subsets to describe it.

In fact, on his twitter feed, he showed a text message string between him and his wife where he asks her to confirm that he was just trying to convince her that tentacle porn exists. He admitted that he censored the text messages to "hide the names of drugs," as just a random aside. So this clown admitted to the drug thing not long after getting exposed to the cartoon thing. LOL. It's a perfect example of projection.
