Govt needs to get in on this, at first just a simple License with a Bag Limit... if stuff keeps happening, remove the Limit and forgo the License if it is still happening put a Bounty on them... worst comes to worst, tell a Coon Ass they are Good Eating (them tough bastards will migrate to other States and take care of the Problem)
