No - the media, establishments and politicians deflect blame from Islam to “ISIS”, even when they don’t claim responsibility. ISIS comes forward takes credit, no matter who was responsible. This is a surefire way of elevating ISIS after each incident. Only Philippines had the courage to deny ISIS credit for the recent attack there.
