The codes are in the “football” that a military man carries at all times in the presence of the president.

The codes are on a card that the President carries. In case of launch, the card is opened and the codes are read from it into the football.

Obviously, all the guys with the football must be in on the conspiracy, time for a special prosecutor to investigate them.
