Because he graduated Basic Underwater Demolition Class 58 and UDT(Underwater Demolition Team) is the precursor of SEALS; they are often allowed to be called SEALs. I don't like the dumbass former gov of Minnesota, either, but those are the facts.

The US Navy SEALs were activated on 1 January 1962.
James George Janos AKA "Jesse Ventura" served in the US Navy from 1969 to 1975. He graduated BUD/S Class 58 in 1970, and served (not in combat) with UDT 12.
