That is said to be a photo of Marco Rubio at one of his gay "foam parties". (The arrow is said to point to Rubio in the photo.)

If you do a Google "image" search for 'Marco Rubio Foam Parties' (without the quotes), you'll see a number of different photos like that, purportedly showing Rubio at one of those fruity "foam" parties, before he became a senator and had to start hiding those queer activities.
