Chaffetz's actions have been strange, and haven't drawn the attention it deserves. He is one of the few people with access to the classified material that was collected on Trump. He becomes the central figure in that investigation. Then it suddenly drops out of the news, and Chaffetz leaves congress.

One of the amusing issues raised by Comey in his March 20, 2017 testimony is the question - when folks claim to leak information from intelligence sources, falsely, and when the information isn't an actual disclosure of sensitive classified information, what crime was committed.

IOWs, to expand on his point and speculate on where he was going, the leaks were not leaks; they were fabrications dressed up like leaks to give them credibility they might not otherwise have.

Now, it seems to me that if you spread around concocted information with the intention of getting the government to investigate someone when there is no evidence of a crime, you have in fact obstructed justice. It is also slander, even against a public official, since it is clearly spread knowing it is not true and for a malicious purpose.
