I think zoe lofgren could be “looked at” and even charged with obstruction for the corrupt and blatant manner in which she excused waters from any culpability in her corruption investigation by the “ethics committee.” And, in turn, waters could and should be looked at again by an actual investigative body for her blatant corruption. If there were an “effectiveness commmittee,” waters would be looked at for the manner in which her district suffers today just as badly as when she assumed her House throne, while she lives a life of luxury in her white neighborhood many miles away.
