Not true. In the Federal District of DC, it only requires one party consent. Now having said that, I think Trump was, once again, implying something. Like "wiretaped", I don't think he literally meant "Tape". What he could be implying is that the deep state is still recording his calls without his knowledge and that there may be a "tape" of the phone conversations somewhere.

Comey who prides himself as being the smartest man in the room, got taken down by Trump. He was so smart that the next day the FBI was changing his statement that he had made 24 hours earlier.
Trump as fired him publicly and meant to embarrass him. He got one leaker and strung him up and announced to the world that he was done in public when he was in LA. It was public pay back time. You leak and embarrass me, remember I hit twice as hard. Wonder if the leaks slow down just a little.
