"Rebalance state and federal powers" has some appeal, but it's not as good as rebalance citizens' rights vs. federal power AND state power.
But let's hope that the Article 5 Convention of States movement doesn't sputter because of disagreements amongst the petitioning states on what subject matter is to be in play.
