They think it will fail badly and want Cruz attached to it.

Probably the second one. Cruz has no friends in the Senate, and Trump is short on friends there as well.

Agreed, win-win for McConnell either way...I personally think Cruz will do his best to get the right bill in place...

I'll go with Option B. Cruz is up for re-election in 2018 and the Dems will use this to go after him. Since he has been a thorn in the side of the Pub leadership, my thinking this is a way to get rid of him so the elites led by McConnell don't have his opposition.
