That’s a good point. In reality under the status quo, the United States is the dumping ground for criminals, terrorists, and parasites from around the world.
Returning criminals to their home countries is not an efficient a solution. It has been shown over and over and over again that they just come back within a short period of time. Establishing a penal colony in some nasty part of the world would probably be a better solution. If criminals knew there was a good chance that they would spend their remaining days in some awful place instead of just a free ride back home they might think twice before returning here.
The Russians still have vast icy lands in Siberia with little hope of escape. They also have a long record of not being soft on criminals. There are also hot desert locations on the “dark continent” of Africa which criminals would probably also not be appealing to the criminal element. We could have some of these countries earn their foreign aide by maintaining camps full of international criminals. We would have to do something to counter the rampant corruption that takes place in most of these countries so that the criminals couldn’t just buy their way out, but I am sure that solutions could be found.
My point is that an less expensive and more miserable incarceration scheme needs to be found for these criminals. It should involve exporting them to a location a long way from our shores where they can be kept on ice... or in the desert indefinitely.
