If I was president I’d

* veto ANY budget that includes ANY item not in the explicit enumerated powers. Override that if you want.
* If I get another generic Ryan-Omnicrap budget I’d only pay for explicit enumerated powers’ functions
* tell congress to pass independent funding legislation for anything that they want to fund through the elastic clause with clear explanation of how the funds are “necessary and proper” for the other powers.
* tell congress and states to pass amendments if they want the federal government to have additional powers
* Tell Ds and Rs “see you in court” if they insist on a Hamiltonian instead of Madisonian interpretation of the Constitution. Congress makes the budget but I’m in charge of spending until you impeach me - and I’m not spending if the Constitution doesn’t give me the power or congress the power to authorize it. The public will learn a lot about the Constitution if you impeach me for NOT FOLLOWING IT.

That means a “real” shutdown.

After that we can start negotiating (with public visibility). But make citizens aware of the Constitution and get the political class to argue for all of the expanded powers they want. An enumerated powers interpretation of the Constitution is not realistic but it’s a good starting point for negotiating a reasonable government. And a shutdown is a good way to make the point that “enumerated powers/limited governement” is my starting point rather than “general welfare/anything I want” position.

I like what you have there.
Unfortunately if I remember this right the USSOC took away the ability of the President to impound funds (Not spend on legislated actions.) back in the Nixon era.
